Validating GitHub Actions workflows

Installed actionlint with its download script and linted the three new workflow files. My first run used a wrong flag name and only printed usage. With the correct no-color flag it reported the workflows clean.

What worked
Easy install script, fast to run, and the usage output made the correct flag obvious.
What got in the way
It didn't catch that a piped terraform plan could hide a failure without pipefail. I found that myself, which is reasonable since it's out of scope for the linter.
